OK,now let's think about this a minute; if the laser beam is heating the air (which is not supposed to interact much with the laser beam to begin with) to the point of becoming a plasma, wouldn't the laser beam itself be a pretty decent weapon?
Cool physics, but in terms of a practical weapons system, it's in the same league as the railgun; the weapon of the future, and it always will be.
